The quality measure comes from SteamDB and the popularity measure comes from SteamSpy API. I can't be the only one with this issue. There's an achievement where you have to complete a single player session on the Leaderboards. Today I started thinking of a theory that might be the reason to why I didn't unlock my desired achievements. Upon completing every hack in all four alternative ways I was surprised to notice that I didn't get the achievements for completing every Hardware Crack, Trace Route Crack, System Override Crack and for completing every hack in Singleplayer.
